With the approaching reform of the healthcare system scheduled in 2006, containment of healthcare expenditure has become a major issue in policy discussion. Discussions on the comprehensive reform of the pharmaceutical pricing system are also underway at the Central Social Insurance Medical Council (Chuikyo).

The Office of Pharmaceutical Industry Research (OPIR) has been examining the pharmaceutical pricing system whereby pharmaceutical price best reflects the value of new and innovative medicines. This report describes the background and the contents of the proposal on the pricing system of new medicines, "proposed price consultation method" and the establishment of "dialogue between the government and industry."
